HR Generalist / HR Advisor
People & HR
The role
Help build and scale the people foundation of Groove Quantum as we grow from an ambitious deep-tech team of 20 into a mature scale-up.
Groove Quantum is building the scalable quantum computer of the future based on semiconductor germanium quantum dots. By integrating our leading semiconductor quantum processors into full-stack, operational quantum computers, we deliver both the hardware and software required to move quantum computing beyond the lab. As our HR Generalist, your mission will be to own our day-to-day HR operations and bring our newly built people frameworks to life. You will turn initial policies, tools and frameworks into smooth, pragmatic and scalable ways of working, so that our international team of scientists and engineers has the support it needs to thrive.
Main responsibilities
People operations & contract management: Draft employment contracts, addenda and letters, while monitoring contract renewals, trial periods and visa/permit timelines.
Payroll preparation & benefits: Prepare monthly payroll inputs with our external payroll provider, ensuring accurate processing of salaries, benefits and expense claims.
HR system ownership: Lead the launch and adoption of Personio, our new HR system. Once it is live, you own it end to end: keeping data accurate and up to date, reviewing and optimising functionalities, and making sure it is used consistently across the company.
Performance and Feedback: Drive and embed our newly established levelling framework and salary house and facilitate performance and compensation review cycles.
Values, engagement & culture: Lead the adoption of our company values and behaviours, ensuring they are reflected in all current and future people frameworks. Drive engagement and culture initiatives that fit an informal, high-tech startup.
Policies, compliance & employee lifecycle: Draft, refine and implement practical HR policies and ensure compliance across all areas of HR. Manage absence and illness under Dutch guidelines (Wet verbetering poortwachter) and support employee development initiatives.
Onboarding & administration: Maintain accurate personnel administration and work with our Office Manager and Talent Acquisition Specialist to deliver a seamless onboarding experience.
The team
You will be an essential part of the non-technical operations team during a key scaling phase. You will work closely on a daily basis with our Office Manager (collaborating on onboarding and workplace experience) and our Recruiter (ensuring a smooth handover from offer to first day). In this role, you will report directly to the Chief Operating Officer (COO) and have no direct reports, acting as our central, trusted go-to person for people-related topics across the company.
Key qualifications
Pragmatic and organised: A People Generalist who thrives in a fast-paced environment and enjoys bringing structure to a growing organisation without unnecessary bureaucracy.
Experience: 3-4 years of broad HR: experience as a People Generalist, People Partner or People Operations Specialist, ideally within an international startup or scale-up.
Employment knowledge: Solid understanding of Dutch labour law, Dutch sickness legislation (Wet verbetering poortwachter) and international employment basics (such as the 30% ruling and highly skilled migrant visas).
Frameworks & systems: Hands-on experience driving people frameworks (levelling, salary bands, performance or 360 reviews) and owning an HRIS (experience with Personio is a strong plus).
Hands-on execution: Demonstrated ability to independently handle end-to-end HR administration, from payroll preparation to drafting compliant legal agreements.
Communication skills: Outstanding interpersonal and communication skills, with full professional fluency in English (Dutch is a strong plus), and the ability to engage comfortably with people from diverse international backgrounds.
