Join the NATO IT Modernization (NITM) Programme in a senior engineering leadership role supporting the delivery of secure, next-generation private cloud capabilities within a NATO-secured environment. The Engineering Delivery Manager is responsible for engineering management and integrated delivery across Infrastructure as a Service (IaaS) and Automation & Orchestration (A&O), ensuring engineering teams execute programme objectives predictably from development through integration, testing, deployment, and customer acceptance.

The position leads engineering execution across Platform, Network, Firewall, Backup & Recovery, DevOps, automation, orchestration, and supporting technical disciplines. Working closely with Chief Engineers, Product Owners, Scrum Masters, Test leadership, programme management, and customer stakeholders, the Engineering Delivery Manager translates technical roadmaps and programme priorities into coordinated engineering execution while managing resources, milestones, dependencies, risks, blockers, and delivery commitments.

The position is expected to be onsite at the Customer Site in The Hague, Netherlands, a minimum of three (3) days per week. Join the NATO IT Modernization (NITM) Programme.

Primary Responsibilities

  • Provide engineering management and delivery leadership across the IaaS and Automation & Orchestration engineering organizations.

  • Lead integrated engineering execution across Platform, Network, Firewall, Backup & Recovery, DevOps, automation, orchestration, and supporting technical disciplines.

  • Translate programme objectives, technical roadmaps, contractual milestones, and customer priorities into coordinated engineering execution plans.

  • Develop and maintain integrated engineering roadmaps covering development, automation, integration, testing, releases, deployment, and customer acceptance.

  • Partner with Chief Engineers and technical leads to ensure engineering work aligns with approved architectures, technical strategies, and implementation priorities while maintaining clear separation between engineering management and technical authority.

  • Coordinate engineering backlogs with Product Owners, Scrum Masters, Chief Engineers, and engineering leads to ensure work is appropriately defined, estimated, sequenced, resourced, and prioritized.

  • Facilitate cross-team backlog refinement, sprint planning, programme increment planning, release planning, roadmap reviews, and engineering delivery reviews.

  • Establish visibility of cross-functional engineering dependencies and drive resolution of technical and organizational blockers affecting delivery.

  • Monitor engineering execution through Jira dashboards, Advanced Roadmaps, Agile metrics, milestone tracking, dependency management, defect trends, and delivery forecasts.

  • Maintain integrated visibility of engineering risks, issues, assumptions, dependencies, decisions, and technical action items.

  • Coordinate IaaS and A&O engineering activities to ensure infrastructure capabilities and supporting automation are developed, integrated, tested, and released as cohesive enterprise solutions.

  • Drive alignment between physical infrastructure engineering and automation/orchestration development to maximize repeatability, standardization, and automated deployment of private cloud capabilities.

  • Coordinate engineering readiness for system integration, formal testing, customer demonstrations, site deployment, and customer acceptance.

  • Coordinate delivery interfaces among architecture, infrastructure engineering, cybersecurity, DevOps, Test, Site Deployment, and programme management organizations.

  • Lead engineering delivery reviews and provide concise status, forecast, risk, resource, and recovery information to programme leadership and customer stakeholders.

  • Develop and coordinate corrective actions and recovery plans when technical dependencies, resource constraints, or engineering performance place delivery commitments at risk.

  • Manage engineering resource planning, workload allocation, capacity, and skill requirements across IaaS and A&O teams.

  • Identify staffing, capability, resource, and organizational constraints and coordinate actions necessary to maintain engineering delivery.

  • Promote consistent Agile engineering practices, Jira usage, engineering metrics, delivery standards, and governance across technical teams.

  • Ensure engineering documentation, configuration artifacts, automation deliverables, test inputs, and acceptance documentation remain synchronized with programme milestones.

  • Coordinate with the Test Director and Test organization to ensure engineering capabilities are ready for independent verification, integration testing, and customer acceptance.

  • Coordinate with the Site Deployment Lead to ensure engineering releases, automation, documentation, configurations, and technical support are ready for successful site implementation.

  • Lead continuous improvement through retrospectives, engineering metrics, lessons learned, and refinement of development, integration, automation, and delivery processes.

  • Mentor engineering leads and foster collaboration, accountability, technical excellence, and predictable execution across multidisciplinary teams.

  • Support programme planning, customer engagements, technical reviews, modernization strategy, and proposal development activities.

Basic Qualifications

  • Bachelor's degree in Computer Science, Information Technology, Engineering, Program Management, or related discipline with 10–15 years of relevant experience, or Master's degree with 8–12 years of relevant experience.

  • Active NATO Secret clearance (or higher).

  • Demonstrated experience managing engineering organizations or multidisciplinary engineering teams supporting large-scale infrastructure, cloud, systems integration, or technology modernization programmes.

  • Demonstrated experience leading engineering delivery across multiple technical disciplines such as platform/virtualization, networking, cybersecurity, backup/recovery, DevOps, infrastructure automation, or orchestration.

  • Strong experience leading Agile engineering execution using Jira, including backlog management, sprint planning, roadmap management, dependency tracking, blocker resolution, release planning, and delivery metrics.

  • Experience developing integrated engineering roadmaps and coordinating technical milestones, dependencies, releases, integration events, testing, deployment, and customer acceptance.

  • Demonstrated experience with engineering resource management, capacity planning, workload prioritization, and coordination of technical skills across multidisciplinary teams.

  • Strong understanding of enterprise IaaS, private cloud, virtualization, networking, cybersecurity, backup/recovery, DevOps, automation, orchestration, and systems integration concepts.

  • Working knowledge of infrastructure automation and Infrastructure as Code (IaC), including technologies and concepts such as Terraform, Ansible, PowerShell, Python, APIs, CI/CD, and automated infrastructure deployment.

  • Experience managing technical risks, issues, dependencies, schedules, resources, and cross-functional delivery constraints.

  • Experience working effectively with Chief Engineers, Product Owners, Scrum Masters, engineering leads, Test leadership, programme management, and customer stakeholders.

  • Strong understanding of systems engineering, software development lifecycle (SDLC), Agile, SAFe, and DevSecOps delivery methodologies.

  • Strong leadership, communication, facilitation, stakeholder engagement, conflict-resolution, mentoring, and organizational skills.

  • Experience supporting defence, government, mission-critical, or highly regulated environments.

Preferred Qualifications

  • PMP, PRINCE2 Practitioner, SAFe Agilist, Certified Scrum Professional, or equivalent engineering/delivery management certification.

  • Experience supporting NATO environments and compliance frameworks.

  • Experience leading engineering delivery for VMware Cloud Foundation (VCF), private cloud, SDDC, or enterprise infrastructure modernization programmes.

  • Experience managing multiple Agile engineering teams or Agile Release Train-level delivery.

  • Experience managing combined infrastructure and automation/orchestration engineering organizations.

  • Experience with Jira dashboards, Advanced Roadmaps, dependency management, Agile metrics, capacity planning, and engineering delivery reporting.

  • Experience with Infrastructure as Code, configuration management, DevSecOps, CI/CD, GitOps, automated testing, and infrastructure orchestration technologies.

  • Familiarity with VMware private cloud technologies, Cisco networking, VMware NSX, enterprise firewalls, backup/recovery, and associated data-center technologies.

  • Experience coordinating major system integration, release, deployment, and formal customer acceptance events.

  • Experience supporting international customers, geographically distributed engineering teams, and multi-site infrastructure modernization programmes.

  • Knowledge of engineering governance, configuration management, quality management, technical performance measurement, and continuous improvement.

Pay Range:

Pay Range $131,300.00 - $237,350.00
