Interim Finance & Operations Manager

Contract type: Temporary Contract for 6 – 9 months, 24 hours per week,

Interim Assignment (approximately 6–9 months)
After nine years of growth as a platform supporting the peace and justice ecosystem, The Hague Humanity Hub is entering an important new phase. Building on multi-year municipal support and a growing membership base, the Hub is diversifying its funding, developing a new multi-year strategy, and strengthening the internal foundations needed to support its ambitions. A key priority is the further development of the Finance & Operations function, ensuring that the Hub’s people, systems, processes, and resources are well aligned with its mission and future direction.

The Hub is seeking an Interim Finance and Operations Manager for approximately 6–9 months, starting in November 2026. This role will ensure continuity in day-to-day finance and operations while leading the design and initial implementation of a future-fit Finance and Operations function.

The current Finance and Operations team consists of a Finance and Operations Manager (0.8 FTE), who will leave in mid-November, and a Financial Administrator (0.8 FTE, fully remote). Payroll, accounting, and IT support are outsourced. To create sufficient capacity for the interim assignment’s forward-looking work, we also expect to engage a Financial Controller to take responsibility for daily, weekly, and monthly financial tasks, as well as programme budgeting and reporting.

Purpose of the Assignment
This is an interim leadership assignment at a pivotal moment for The Hague Humanity Hub. You will ensure continuity across finance, HR, IT, legal, compliance, and operational support while shaping systems processes and team structure needed for the Hub’s next phase of development.

Working closely with the Managing Director and the wider organisation you will lead financial management, strengthen project and grant oversight, improve operational processes and help build a sustainable Finance & Operations function for the future.

Responsibilities
Business Continuity, Leadership and Team
Lead the Finance & Operations function during the transition period.
Ensure continuity across finance, HR, IT, and legal support.
Serve as a member of the leadership team, reporting to the Managing Director
Prepare and present financial reports to the Supervisory Board and participate in board meetings
Support the Leadership team on financial and operational matters.

Future Organisation
Assess the current Finance and Operations structure, capacity, processes, and ways of working in light of current needs and future developments.
Develop the desired future model, including a clear team structure, capacity requirements, processes, roles, and responsibilities.
Recruit and onboard additional finance capacity where appropriate, including a Financial Controller if this is supported by the organisational review.

Financial Management, Project Control & Grant Management
Lead the preparation of annual financial statements.
Support the programming team in developing sustainable financial approaches to projects and funding opportunities by designing and implementing a Project Financial Control Framework, including budgeting, financial monitoring, forecasting, reporting, and cost allocation.
Design and implement a Grant Financial Management Framework, including grant budgeting, financial review of applications, donor reporting standards and compliance procedures.

Process Optimisation & Automation
Review Finance & Operations processes and identify opportunities to simplify, standardise and automate routine activities.
Optimise the use of existing systems and recommend digital solutions where appropriate.
Reduce manual work by improving workflows and introducing practical automation.
Improve the quality, consistency and accessibility of management information.
Promote efficient and scalable ways of working across Finance, IT, HR and rest of Operations.

Expected Deliverables
By the end of the assignment, the Interim Head of Finance & Operations will have:
Ensured continuity of the Finance & Operations function.
Validated and implemented an operating model aligned with the Hub’s long-term strategy.
Recommended and supported the implementation of an appropriate long-term team and supplier structure.
Strengthened financial planning, reporting and internal controls.
Implemented practical frameworks for project financial control and grant financial management.
Identified and implemented opportunities for process optimisation and automation to reduce manual work and increase efficiency.
Recruited and onboarded additional finance capacity where appropriate.
Documented key processes and ensured an effective transition to the long-term structure.

Profile
The assignment is ideal for an experienced interim professional who enjoys combining strategic thinking with pragmatic hands-on delivery in a mission-driven, international non-profit environment.
We are looking for an experienced interim professional with strong financial expertise, organisational development experience, and a practical, collaborative approach. You are comfortable moving between strategy and implementation, and you enjoy creating clear, workable solutions in a mission-driven environment.
You bring:
Extensive experience in a senior Finance, Finance & Operations or Head of Finance role
Demonstrated experience developing and professionalising finance and operations functions, including designing finance processes, team structures, and operating models.
Strong knowledge of financial management, planning, reporting and internal controls
Experience in project-based and/or grant-funded organisations, preferably in the non-profit sector.
Experience improving business processes through automation, digitalisation and effective use of systems.
Strong leadership, coaching and change management skills.
A pragmatic, hands-on approach with the ability to combine strategic thinking with operational delivery.
Excellent communication skills in English and working knowledge of Dutch.
